La industria chaqueña en el siglo XXI: estructura productiva y mercado de trabajo

El objetivo del presente informe es analizar la estructura industrial del Chaco en el siglo XXI con un enfoque Centro-Periferia. Los autores parten de la premisa de que la provincia pertenece a la periferia. Para realizar el análisis trabajan con rubros exportadores, establecimientos industriales, empleo y producción. En primer lugar, caracterizan la Industria a partir de la mirada de las exportaciones de la provincia lo que da una idea de su perfil productivo y de la eficiencia de sus actividades. Para caracterizar el resto de la industria se centran luego en aquellas actividades no exportables buscando describir cuáles son sus rasgos principales y contrastándolo con los demás sectores de actividad. Al llevar el análisis un paso más lejos buscan un diálogo (en la medida posible) con la década de los ‘90, de tal forma de entender la vigencia de ciertas características estructurales que dejó el neoliberalismo y describiendo qué implica ser periferia para la industria chaqueña. En segundo lugar, se concentran en el mercado laboral industrial donde pretenden evidenciar su correlato con la estructura productiva antes descrita. Por último abordan el mercado laboral chaqueño en su conjunto poniendo el foco de atención en su estructura. Con todo esto pretenden mostrar las implicancias actuales de ser periferia, y cómo dicho proceso viene gestándose hace por lo menos dos décadas, no observándose ningún cambio en el perfil en la actualidad.

The purpose of this report is to analyse the industrial structure of Chaco in the 21st century with a "core-periphery" approach. The authors start out with the premise that the province belongs to the periphery. To perform the analysis, tradable activities, industrial establishments, employment and production are takeninto account. First, the industry is characterized from the perspective of the province's exports to illustrate its productive profile and the efficiency of its activities. Later, in order to characterize the rest of the industry, the focus becomes non-exportable activities, whose main features are contrasted with those of other sectors. To take the analysis one step further, a dialogue with the 1990s (to a possible extent) is sought so as to understand the validity of the structural characteristics that neoliberalism left us and to describe wha it means to be a part of the periphery for the Chaco industry. Secondly, the authors concentrate on the industrial labour market, which is expected to be correlated with the productive structure described before. Finally, Chaco's labour market as a whole is approched directing the attention towards its structure. With all this, the current implications of belonging to the periphery are aimed to be shown and how this process has been taking place at least for two decades, without observing any change in the profile.
