Antecedentes teóricos de la economía ambiental

La presente investigación es el resultado del trabajo de tesis del autor sobre Economía Ambiental; comienza con una visión de la economía desde la antigüedad y muestra cómo los adelantados de la época no le otorgaban ninguna importancia ni tenían en cuenta el medio ambiente, pues consideraban sus recursos como abundantes e inagotables, sostiene además cómo los economistas  fisiócratas  sólo se preocupaban en las causas del progreso y la riqueza de las naciones.

Luego el trabajo aborda algunos científicos como Adam Smith, David Ricardo y William Petty, quienes de forma empírica hicieron sus primeros aportes, seguidos por Marshall, Walras, Pareto, Pigou, Coase, entre otros. Los últimos nombrados se dedicaron al estudio de la asignación eficiente de los recursos ante diferentes opciones de utilización, dando los primeros pasos en incorporar la economía al medio ambiente.

El trabajo también expone lo equivocados que muchos de los pioneros de la economía estaban al ignorar el papel del Medio Ambiente. La economía ambiental como disciplina alcanzó su mayor expresión en 1995, cuando el Programa de Naciones Unidas para el Medio Ambiente (PNUMA) indicó la confección de un programa de acción para esta materia; el trabajo hace referencia a la voluntad política  de este intento que no tuvo grandes soluciones hasta el momento.

Finalmente el autor considera el papel que le está planteado hoy a la economía ambiental como disciplina.
 

This research is the result of the diploma thesis: Environmental Economics; it begins with a vision of the economy since ancient times and shows how it developed from the time no importance was provided to the environment, neither was it taken into account; its resources were regarded as abundant and inexhaustible. It also shows how physiocrat economists only cared about the causes of progress and wealth of nations. 

Then the paper addresses the contributions of scientists like Adam Smith, David Ricardo and William Petty, among others, who made their first contributions in an empirical way, followed by Marshall, Walras, Pareto, Pigou, Coase, among others. The latter were devoted to the study of the efficient allocation of resources to different use options, taking the first steps to incorporate the economy to the environment. 

The work also exposes how wrong many of the pioneers of the economy were to ignore the role of the environment until the middle of last century, when environmental economics as a discipline arises, reaching its highest expression in 1995 when the United Nations Program for Environment (UNEP) indicated the preparation of an action program for this discipline. The article refers to the political will of this program but without great solutions so far.

Finally the author gives his considerations about the role that is raised today for environmental economics as a discipline.
