Reformas estructurales y caída de reservas hidrocarburíferas: el caso argentino

Las reformas estructurales implementadas en la década de 1990 en el mercado hidrocarburífero argentino, según sus impulsores, tenían por objetivo eliminar el poder del Estado en el sector a través de YPF S.E. y generar un mercado de competencia. Eso, se suponía, redundaría en un fuerte ingreso de capitales de riesgo que permitiría incrementar el nivel de reservas y lograr una explotación próspera de la actividad para las futuras generaciones. A más de veinte años de implementadas las reformas, el sector presenta indicadores contrarios a los pregonados, principalmente, en materia de reservas de petróleo y gas natural. En este sentido, el objetivo de este artículo es analizar cuáles son las principales causas de la marcada caída de los recursos certificados hidrocarburíferos.

According to its supporters, the structural reforms implemented in the Argentinian hydrocarbon market in the 1990s aimed at eliminating the state power in the sector through YPF S.E. and at generating a competitive market that would yield a strong capital income. This would enable the increase of reserve levels and a prosperous exploitation of the activity for future generations. More than twenty years after implementing the reforms, the sector presents indicators showing the opposite, in particular, in oil and natural gas reserves. In this sense, this article wants to analyze the main causes of the striking drop in certified hydrocarbon resources.
