El proceso de integración latinoamericano desde la experiencia de la UNASUR

El siglo XXI encuentra un rasgo distintivo en las iniciativas integracionistas que fueron impulsadas en la región sudamericana. La Unión de Naciones Sudamericanas (UNASUR) se construyó al calor de procesos de reconfiguración por los que atravesaba Latinoamérica. Para las Ciencias Sociales y el pensamiento integracionista latinoamericano esto genera el desafío de redefinir aquellas miradas analíticas y construir herramientas propias a la hora de observar estos cambios. Así, se ha vuelto un ejercicio de gran relevancia interrogarse por las dinámicas de integración de los últimos años tratando de aportar una mirada que se distinga entre la sobreestimación y la subestimación con que a veces son analizados estos procesos. En este trabajo se indagan algunas de las características de los procesos de integración propios de la región sudamericana, prestando especial énfasis al surgimiento de la UNASUR. Las transformaciones en dichos procesos de integración, marcadas por los límites a la estrategia neoliberal que pregonó el regionalismo abierto dieron paso a posibilidades de conformación de novedosos instrumentos de unión. Se dialoga con un conjunto de perspectivas que aportan en torno de cómo analizar estos procesos, fuertemente atravesados por la institucionalidad estatal. No obstante, no han sido los Estados los únicos constructores de la integración sudamericana, con lo cual, preguntarse también por otros actores que configuraron la UNASUR puede contribuir a una visión amplia, dando lugar a reflexiones críticas que contribuyan a reponer estas dinámicas en un presente donde el retorno de la agenda neoliberal en Sudamérica está en debate.

The 21st century encounters a distinctive characteristic in the integration iniciatives that were launched in the South American region. The UNASUR was built in the midst of a process of reconstruction in Latin America. For Social Sciences and the integration school of thought this generates the challenge to redefine those analytic perspectives and build their own tools when it comes to observing these changes. It has become a very relevant exercise to examine the integration dynamics that have taken place over the last few years, trying to reach a point of view that distinguishes between the overestimation and the underestimation with which these processes are sometimes analyzed. In this paper we look into some of the typical characteristics of the South American integration process, paying special attention to the emergence of UNASUR. The transformations in that integration process, defined by the limits of the neoliberal strategy that proclaims open regionalism, gave way to possibilities for the conformation of new union tools. The dialogue involves several perspectives on how to analyze these processes, which are tightly blocked by State presence. Nevertheless, the States haven’t been the only builders of the South American integration; therefore, asking about other social actors that formed UNASUR can contribute to a broader vision, making way for critical reflections that will reinstate those dynamics in the present, where the return to a neoliberal agenda is under debate.
